Petroleum and Explosives Safety Organisation (PESO) is entrusted with the responsibilities of implementing all aspects related to safety of explosives, compressed gases and petroleum/flammable liquids, the first three categories of hazardous substances, under the provisions of Petroleum Act and the Rules and Explosives Act and the Rules. The responsibilities are fulfilled with the active participation of the stakeholders and broad cross section of professionals and Industries. The responsibilities demand a lot of development of competence and innovative approach, so that this Organisation is able to play a vital role in the safety of the majority of hazardous storage and manufacturing facilities. Being Head of the Organisation, I am to ensure to all the stakeholders that the Organisation’s intention and endeavours have always been to make the statutes responsive to the changing needs of the Industry, with the safety as the paramount goal. I wish to enforce the safety regulations through continuous development of competence and re-engineering and to lead as a philosopher, friend and guide to the functionaries, as the need of the responsibility entrusted by the Government of India.

I use this opportunity to appeal to all the stakeholders to exercise self regulations, while implementing various statutes and the guidelines on safety available under the Rules and the conditions of approvals and licences granted by the Organisation. While I took over charge as Chief Controller of Explosives, I, on my own behalf and on behalf of officers and staff of PESO, most sincerely oblige and continue to serve the public and industry by increasingly employing e-governance.

I wish you all the best.

T.R. Thomas
Chief Controller of Explosives
